The accurate quantification of energy savings is one of the key issues in the energy saving retrofitting of public buildings adopting contract energy management. There is no calculation method available to determine the amount of saved energy for retrofitting projects with part function changes. Puts forward a calculation method for the projects based on International performance measurement and verification protocol. The amount of saved energy is calculated using the differences of adjusted energy consumption between baseline period with building function changes and report period with other independent factor. The method is used in a case. The result shows that the energy saving rate using the method is only half of that calculated based on the difference between energy bills before and after modification.
